In cooperation with another long-established Apple employee, he has taken over the management of the Apple Car project. Since a car is completely new territory for Apple, the period mentioned for a release is more than questionable.
The main problem is probably the mass production of vehicles. Various car manufacturers have experienced massive difficulties in obtaining the raw materials required for battery production in recent years.
