A ‘citizenship’ smartphone. It is the new idea of the Government for all families with an ISEE lower than 20 thousand euro and therefore I cannot always afford an internet subscription or a connected mobile phone. In this case the ” Phone Bonus 2020 ” which will be called more specifically digitization kit , is a novelty that should be introduced in the new Budget Law with a specific amendment ready to go to the vote in the next few days.
Phone Bonus 2020: what it consists of and to whom it will be
In this case if the proposal should go through here that to citizens with an ISEE lower than 20. 00 0 ?? it would be “ on loan for use ” a telephone connected to the internet, with a subscription to two press organs, the pre-installed IO application and above all the internet connection for one year. A benefit that would be granted to only one person for each family unit. In this case, in order to access the digitization kit, the Spid and, of course, compliance with income requirements. To finance the measure, an allocation, again through this fund, of 20 million of euro for the 2021.
All this is added to the so-called ‘Fund for technological innovation and digitization and continuity of the management of the Covid alert system’ and aims to reduce, as far as possible, the phenomenon of the digital divide. For this reason the idea is to at least try to allow even those who cannot, a smartphone connected to the internet and which allows them to stay in touch with the world. In this case the most important stakes for accessing the possible free loan proposal for the smartphone are those having the ISEE lower than 20 thousand euros but also of have no internet connection contract or even an active mobile phone contract.
The year 2020 that is about to be concluded has highlighted an important digital divide that characterizes the whole of Italy. Lo smart working as well as DAD (Distance Learning), have partially recognized the limits of Italians in this sense. The State is trying to limit or reduce these situations by proposing the various PC bonuses and Internet or even the state cashback . Being able to have a PC for those who have an ISEE lower than 20. 00 0 euro and without Internet connections with speeds of at least 30 Mbit / s and now even a connected phone can undoubtedly mean a start to a digital improvement albeit a small one.
