Business contributions

The so-called Decree Ristori Bis arrived over the weekend, or a collection of measures to support the economy and the company that goes to allocate additional funds and to broaden the audience of those entitled to it compared to the previous Ristori Decree. The total allocation would be equal to almost 3 billion euros and should, according to what was declared by the Prime Minister Giuseppe Conte, to strengthen “the protection and support network for all economic activities that are located in the areas at greatest risk, in the light of new measures adopted with the last DPCM “.

Given the need for introduce new restrictive measures to slow down the spread of SARS-CoV2, with the consequent imposition of total blocks in some Regions called “red zone”, the Council of Ministers approved the allocation of new funds to protect the affected economic activities as we had foreseen over the past few days.

The Restauration Decree i introduced aid for companies and VAT numbers of specific categories in the form of grants; the activities that will benefit from these contributions increase both by type and by territorial distribution, given that those present in the red and orange areas are favored.

What aid is provided for in the Bis Refreshments Decree?

The new decree establishes the disbursement of non-repayable contributions in the following cases, which are added to those already provided for by the Refreshments Decree:

  • the audience of companies that can benefit from non-repayable grants established by the Refreshments Decree expands to include new categories, including shops (of various types, including clothing and household appliances ), street vendors, personal services, marriage agencies and services for animals.
  • there is a grant for non-repayable companies entities in the Regions identified as “red areas” ; the contribution will be paid in the same way as the previous one and will vary according to the sector of activity: for example, bars, pastry shops and ice cream parlors will see the contributions pass from 150% of the previous decree at 200%;
  • the is ordered to postpone the payment of IRPEF and IRAP , “regardless of the decrease in turnover or fees” . The new date on which these advances must be paid passes to 30 April and involves all the companies forced to close due to the containment measures, a priori compared to the economic results obtained.
  • payments of withholding taxes are stopped and of VAT payments for the month of November, with the new balance date being moved to 16 March 2021 with the possibility of paying in four installments starting from that date;
  • a tax credit is recognized for businesses in the areas red and orange equal to 60% of the lease for the months of October, November and December. This credit is transferable to the owner of the property;
  • the second installment of the IMU is canceled for companies that can receive the new grant and operate in the red areas.

The disbursement of the funds is expected over the next few weeks in a manner similar to those of the previous decrees, or through submission of a specific application on the INPS website.
