Stephan Kühn, currently still the transport policy spokesman for the Greens in the Bundestag, has spoken out in favor of significantly expanding emissions tests. The tests of the Kraftfahrt-Bundesamt (KBA) would represent only a fraction of all registered vehicles, said Kühn. He also advocated transferring emissions tests from the KBA to an independent authority.

The current status is that the fault memory is read out prior to an emissions test (AU). The AU may only be carried out if there is no emissions-relevant entry. An important component has been added as part of the recent tightening of the emissions standard to the Euro 6d-ISC-FCM. ISC stands for “In Service Conformity”. This means that manufacturers have to prove that the exhaust gas aftertreatment works permanently – and not just at the time of the test.

Part of Kühn’s criticism that the tests only performed one Would cover part of all registered cars, could already have been encountered – provided that sufficient resources are made available to the control authority. The KBA does not seem to have this. After Volkswagen became aware of the exhaust gas fraud, the authorities examined vehicles for manipulation. Even five years after the emissions scandal, new cases of fraud were known, but the controls would hardly help to solve the problem, criticizes Kühn. In the course of market surveillance, around 288 vehicle types have been checked, which represent around 3 77 million vehicles in Germany. This emerges from a response from the Federal Ministry of Transport to a request from the Greens.

Right of way for the electric drive Kühn, who on 18. October resigns from the Bundestag to take up the position of building mayor in Bonn, is also campaigning for the battery-electric drive.
