The receipt lottery postponed to February: still too many out-of-date cash registers

Are you all ready for the receipt lottery ? The answer is, unfortunately, no. The measure, announced some time ago, should have started as early as 1 January but the merchants are not there and require more time to update the cash registers. The Government accepted the requests and postponed the start of the lottery by one month, so as to give everyone time to comply.
Receipt lottery : we start in February, one month after the expected date
The pandemic has certainly accelerated the digitization process of the country , but there are still some obstacles that prevent us from respecting the timetable initially set by the institutions. Such as the receipt lottery , the start of which has been postponed to February 1st, as the sector associations, Confcommercio and Confesercenti, who have carried out the protests of shopkeepers. The latter are not opposed to the measure, but complain about the short time they have had to update the cash registers or the software of the one they own. According to Confcommercio estimates, out of 1. 200. 000 of recorders in operation, only 600. are already “ready “for the electronic receipt.
With the approval of the Thousandproproghe decree, retailers have one more month, but there is a negative side: incentives to switch to new devices , the 50% on expenditure for a maximum of 250 euro in the cases of purchase of a new terminal and of 50 euro in the case of updating the one they already own, expire in any case on 31 December . In other words, those who do not comply within the few days left of 2020, will have to renounce this contribution. A problem not to be underestimated, considering that the compliance costs, according to the findings of Confcommercio, are much higher than those estimated at the beginning of 2020: if in March the technical adjustment cost around 40 / 50 euro plus VAT, in the last few weeks the costs have gone up a lot, reaching approximately 230 euro (always excluding VAT).
On the other hand, the obligation of daily transmission of the fees remains fixed as of 1 January 2020, regardless of the terminal used .
